Elected Representatives
DEFINITIONS
Elected Representatives in Section 4C shall refer to the Elected Student Representatives whom sit on Boards of
Saint Francis Xavier University to represent Students on said Boards.
BOARD OF GOVERNORS REPRESENTATIVE (STUDENT) - TERMS OF REFERENCE
There will be three Student representatives upon the Board of Governors, the highest governing body of the
University. One representative will be the President of the Union. The remaining two (2) will be elected by the
Union during the annual General Election. Of the remaining two (2) Student Governors, the governor with the
most votes will represent the governors as a voting member of Council. The term of office is for one year
beginning in May.
The student representatives to the Board of Governors shall:
- 1. represent students’ views on the Board with regard to all financial matters and policy issues which are
dealt with by the Board of Governors. Governors shall speak and vote on behalf of the Union; - 2. keep the Union population informed as to all matters of import regarding the Board of Governors;
- 3. solicit the opinions of students regarding all issues under consideration by the Board of Governors.
SENATE REPRESENTATIVES (STUDENT) - TERMS OF REFERENCE
Five seats on the University Senate are reserved for student representation. The term of sitting is one year. These
students must be elected by majority vote of the student body. The Senate candidates shall run for positions during
the general Students' Union election each academic year. The Students' Union VP-Executive has a seat ex-officio
on the University Senate for the VP-Executive’s term of office.
One student Senator will sit on the Students' Council in the capacity of a non-paid, voting member. Membership
will be determined by the results of the Students' Union general elections. The Student Senator receiving the most
votes will sit on Council. In the event of an acclamation the group of Student Senators must reach a consensus
amongst themselves in consultation with the VP-Executive.
The Council Student Senator will be required to make regular reports to Council on the various issues the Senate is
dealing with and the progress made on these issues.
The University Senate shall:
- 1. have as its principal function the determination of:
- a) the objectives of the University in its academic role;
- b) the general objectives of the Extension Department, the Coady International Institute and of
any other similar entities administered by the University. - 2. determine the priorities of the University and recommend its findings through the President of the
University, to the Board of Governors for implementation where appropriate. - 3. be responsible for the performance of the following functions:
- a) the planning of student enrolment
- b) the establishment of requirements for entrance into the University programs of study;
- c) the determination of conditions for degrees, diplomas, course credits, etc.
- d) the planning for faculty complement with respect to both numbers and qualifications;
- e) the prior approval of programs at the College of Cape Breton for which degrees from the
University are sought; - f) the ultimate responsibility for student discipline;
- g) the fostering of extra-curricular activities;
- h) the planning for expansion of physical facilities;
- i) the selection of candidates for honorary degrees;
- j) the regulation of academic dress and University ceremonies
- k) the annual review of the University Calendar as proposed by the Registrar.
SENIOR CLASS PRESIDENT - TERMS OF REFERENCE
Article 1: General
- 1.1 The Senior Class President shall be elected the spring of each year. Only those students who
will be seniors the upcoming year are able to vote. - 1.2 The role of the Senior Class President is to serve as liaison between senior students and the
alumni affairs office, and assist senior students in making the transition from student to
alumnus. - 1.3 The Senior Class President shall receive an honorarium as set yearly by the Students’ Union
Representative Council. The Senior Class President is responsible for a final report to be
submitted to the Chair of Council at the end of their term. Failure to do so will result in the
refusal of the final portion of the position’s honorarium.
Article 2: Responsibilities
- 2.1 The Senior Class President will be responsible for organizing social events and activities for
the Senior Class, and will provide structured opportunities for participation by the Senior
Class in the organization of said events. - 2.2 The Senior Class President shall be a member of the X-Ring committee.
- 2.3 The Senior Class President shall be responsible for organizing all fund raising efforts by the
Senior Class. - 2.4 The Senior Class President will regularly inform the senior class of all planned activities and
events. - 2.5 The Senior Class President shall be a member of the graduation weekend committee of the
current and upcoming year and will be responsible for organizing a team of volunteers to
work the events of the current year’s graduation weekend. - 2.6 The Senior Class President shall be required to keep three (3) office hours per week.
STUDENTS’ UNION REPRESENTATIVE COUNCILOR - TERMS OF REFERENCE
Article 1: General:
-
1.1 Fourteen (14) councilor positions will be filled by a plurality vote of the members of the
Union each spring to serve on Council for the next consecutive year. The elections are to be
conducted by the Returning Officers of the Students' Union, with all members of the Union
eligible to vote in the election on ballots for their respective constituencies. - 1.2 If a vacancy occurs in a councilor position, it shall be filled by a plurality vote of members of
the Union within thirty (30) days of the vacancy. - 1.3 Candidates in the March election are to run in the geographic constituency they intend on
residing in as their term as Councilor. Should a candidate later change their constituency
once elected, their seat shall become vacant.
The constituencies will be divided by the following criteria.- a. Geographic Constituencies:
- i. On Campus: Members of the Union living in all conventional residences
administered by St.F.X. University (i.e. all St.F.X. residences except those in
Powers, Somers and Governors Hall and including those in the International
House) shall be eligible to run or vote for positions in the On Campus
Constituency. There shall be two (2) council representatives from the On-Campus
Constituency. The two (2) candidates receiving the highest number of votes shall
be elected. - ii. Off Campus: Members of the Union living in the town of Antigonish except those
in all conventional residences administered by St.F.X. University and except those
in Powers & Somers Halls shall be eligible to run or vote for positions in the Off
Campus Constituency. There shall be three (3) council representatives from the
Off-Campus Constituency. The three (3) candidates receiving the highest number
of votes shall be elected. - iii. Powers, Somers and Governors Hall: Members of the Union living in Powers,
Somers and Governors Hall shall be eligible to run or vote for positions in the
Powers & Somers Hall Constituency. There shall be one (1) council representative
from the Powers, Somers or Governors Hall Constituency. The one (1) candidate
receiving the highest number of votes shall be elected.
- i. On Campus: Members of the Union living in all conventional residences
- b. Academic Constituencies:
- i. Faculty of Arts: Members of the Union registered to major in the faculty of Arts
(except those registered in Business or Information Systems Majors) shall be
eligible to run or vote for positions in the Faculty of Arts Constituency. There
shall be two (2) council representatives from the Faculty of Arts Constituency. The
two (2) candidates receiving the highest number of votes shall be elected. - ii. Faculty of Education: Members of the Union registered to major in the faculty of
Education shall be eligible to run or vote for positions in the Faculty of Education
Constituency. There shall be one (1) council representative from the Faculty of
Education Constituency. The candidate receiving the highest number of votes shall
be elected. The election for said Councilor shall take place during the general
election in February. - iii. Gerald Schwartz School of Business and Information Systems: Members of the
Union registered to major in the faculties of Arts, majoring only in Business or
Information Systems shall be eligible to run or vote for positions in the Gerald
Schwartz School of Business and Information Systems Constituency. There shall
be two (2) council representatives from the Gerald Schwartz School of Business
and Information Systems Constituency. The two (2) candidates receiving the
highest number of votes shall be elected. - iv. Faculty of Science: Members of the Union registered to major in the faculty of
Science shall be eligible to run or vote for positions in the Faculty of Science
Constituency. There shall be two (2) council representatives from the Faculty of
Science Constituency. The two (2) candidates receiving the highest number of
votes shall be elected.
- i. Faculty of Arts: Members of the Union registered to major in the faculty of Arts
- c. Special Constituencies:
- i. International Representative: Members of the Union paying international fees to
the university shall be eligible to run or vote for the position of International
Representative. There shall be one (1) council representative for international
students. The candidate receiving the highest number of votes shall be elected.
- i. International Representative: Members of the Union paying international fees to
Article 2: Responsibilities
- 2.1 Councilors shall be democratically responsible with respect to their positions on council.
- 2.2 Councilors shall as a representative of their constituency shall be responsible for
communication with their respective constituents throughout the academic year. - 2.3 Councilors shall be members of Standing Committees of Council as prescribed by the bylaws
or as otherwise appointed by the Chair of Council; - 2.4 Councilors shall be comfortably knowledgeable of the By-Laws and Policy Manual;
- 2.5 Councilors shall be encouraged to make contact with as many members of the Xaverian
Community (including students, faculty, staff, administration, alumni, potential students and
townspeople) as possible; - 2.6 Councilors shall be responsible for attending councilor meetings when appropriately called.
- 2.7 Councilors shall be responsible for a final report to be submitted to the Chair of Council at
the end of his/her term. Failure to do so will result in the refusal of the final portion of
meeting fees. - 2.8 Councilors shall be available to participate in training week at the end of August or the
beginning of September as part of the preparation for their duties. - 2.9 Councilors shall be required to participate in a minimum of 3 activities per semester in their
roles as councilor. One of these events must be the General elections speakers’ night.
Other events may include but are not limited to faculty society socials, house events,
SuperSUBs, etc. - 2.10 Councilors shall be required to hold one (1) office hour every two (2) weeks. During this
time they shall respond to constituency emails and telephone calls, become informed on
Union activities, work to increase council awareness, and be available for personal meetings
with constituents. - 2.11 Councilors shall be required to hold a council information session directed at the entire
membership in September of each year. - 2.12 Councilors shall work at polling stations at the request of the Returning Officers for a
minimum of three (3) hours a year. Refusal to do so shall result in a deduction of
honorarium. - 2.13 Councilors shall make themselves available to sit on one (1) Executive interview panel, and
three (3) Sub-Executive interview panels at the request of the Incoming Executive. Refusal
to do so shall result in a deduction of honorarium. - 2.14 Councilors may draft policy to be presented to the Bylaw and Policy Committee for revision
and tabling at Council.
Article 3: Powers
- 3.1 Councilors shall have the power to call a councilor meeting with the signature of one (1)
other councilor. - 3.2 Each Councilor shall receive meeting fees as set yearly by the Students' Council within the
Budget. Deductions to meeting fees will be administered in accordance with the Meeting
Fees Deduction Policy.
Article 4: Limitations
- 4.1 A Councilor may only be considered for impeachment by the Students' Council and such
only after a written petition for impeachment stating cause, signed by six (6) members of the
Council or a petition of ten percent (10%) of the constituency has been received by the
Chair of Council. The Chair must call a meeting of the Council within five (5) days after
receipt of such a petition. A councilor may only be impeached by a three-quarter (3/4)
majority vote of the Council by secret ballot.
The cause shall mean:- 1. Gross dereliction of duties as specified in the By-Laws;
- 2. Violation of constitutional authority.
